Ten years have passed since the attack on residents at a care facility in Sagamihara, Kanagawa Prefecture, in 2016. I (Choi) provided staff training at the organization running the facility in 2014 and 2016. The incident left a feeling of helplessness and exhaustion. However, after persistent advocacy, in 2024, the court officially recognized the unconstitutionality of the former Eugenic Protection Law, sparking new developments. Together with Satoko, we will reflect on the past decade, discuss the persistence of eugenic thinking that fuels exclusion and discrimination, and consider what lies ahead.
