Masui Ota, originally from Toyama Prefecture, married business leader Ijūni Ota and moved to Yokohama, where Ijūni was based. In her 40s, she began collecting dolls and hairpins, building a structure on their property to store and display the dolls, which she opened to the public. After Ijūni's passing, maintaining the collection alone became difficult, and wishing for many people to enjoy the dolls, she donated her collection to the city of Yokohama in 1983.
