This large-scale, comprehensive disaster drill is the culmination of human resource development for 2026, modeled after a Saitama-version FEMA demonstration. On the afternoon of the first day, experts from the Cabinet Office, National Research Institute for Earth Science and Disaster Resilience, University of Tokyo Institute of Industrial Science, and Cybozu will be invited to give special lectures and panel discussions on public-private-academic partnerships, disaster digital transformation (DX), and pre-disaster recovery planning. On the second day, under the guidance of Yufuji Kumamaru and Motonari Takeda, participants will take part in a practical drill linking disaster headquarters operations with rescue activities at collapsed building sites.
