# Halloween in Tokyo 2026

Halloween in Tokyo is mostly a dress-up night for adults: anime characters, zombie office workers and homemade puns, with pumpkin menus and themed parties from late September. The famous Shibuya street crowd still forms, but the ward now openly asks people not to come, so the best Halloween here happens at organised events. The list below is updated daily with costume festivals, theme-park nights, club parties and kids' events.

## What Halloween looks like in Tokyo

Door-to-door trick-or-treating isn't really a thing in Japan. Over the last couple of decades Halloween has grown into a costume night for young adults, plus a long season of pumpkin sweets, themed cafés and decorated malls. Shops start decorating in September, and the busiest costume days are the weekend closest to October 31 and the 31st itself.

Costumes lean towards anime, games and pop culture, and people put in real effort: full makeup, wigs, props. Group costumes are popular, and so are simple funny ones.

## Shibuya: the street crowd and the rules now

For years the scramble crossing drew huge crowds in costume on Halloween night, with no organiser at all. After years of drunken trouble, litter and damage, Shibuya ward has turned firmly against it. Since October 2024, drinking alcohol on streets, in parks and in other public spaces in a designated zone around Shibuya Station is banned all year from 6 pm to 5 am. There's no fine, but patrols and police will tell you to stop.

Around Halloween the ward goes further. In recent years the [Hachiko statue](https://www.google.com/maps/search/?api=1&query=%E5%BF%A0%E7%8A%AC%E3%83%8F%E3%83%81%E5%85%AC%E5%83%8F%20%E6%9D%B1%E4%BA%AC%E9%83%BD%E6%B8%8B%E8%B0%B7%E5%8C%BA%E9%81%93%E7%8E%84%E5%9D%822-1) has been fenced off for several days, nearby shops including convenience stores have been asked not to sell alcohol in the evening, extra security guards are posted, and hundreds of police officers keep the crossing moving. For 2026 the mayor's message is the same: don't come to the streets around the station for Halloween, and celebrate at events run by shopping streets, venues and clubs instead.

Shinjuku ward followed with its own ordinance banning street drinking on Halloween night in parts of Kabukicho and Shinjuku 3-chome, after crowds moved there. If you still want to see Shibuya in costume, go early in the evening, keep walking, and don't drink on the street.

- Don't stop on the crossing for photos: police keep people moving because a stalled crowd gets dangerous.
- Take your trash home. Bins are rare, and litter is one of the main reasons for the crackdown.

## Organised events worth your evening

The [Ikebukuro Halloween Cosplay Festival](https://ikebukurocosplay.jp/en/) is the big one for cosplayers: several days around the end of October, with [Sunshine City](https://www.google.com/maps/search/?api=1&query=%E3%82%B5%E3%83%B3%E3%82%B7%E3%83%A3%E3%82%A4%E3%83%B3%E3%82%B7%E3%83%86%E3%82%A3%20%E6%9D%B1%E4%BA%AC%E9%83%BD%E8%B1%8A%E5%B3%B6%E5%8C%BA%E6%9D%B1%E6%B1%A0%E8%A2%8B3-1) and the streets and parks around Ikebukuro Station turned into photo spots. It's run by a committee that includes Toshima ward, Animate and Sunshine City, and it's one of the largest Halloween events in Japan. Cosplayers buy a registration ticket and must use the official changing rooms, photographers need their own ticket, and you can wander around and watch in normal clothes.

[Tokyo Disney Resort](https://www.google.com/maps/search/?api=1&query=%E6%9D%B1%E4%BA%AC%E3%83%87%E3%82%A3%E3%82%BA%E3%83%8B%E3%83%BC%E3%83%AA%E3%82%BE%E3%83%BC%E3%83%88%20%E5%8D%83%E8%91%89%E7%9C%8C%E6%B5%A6%E5%AE%89%E5%B8%82%E8%88%9E%E6%B5%9C1-1), just over the border in Chiba, runs a Halloween event most years from mid-September to October 31, and allows full costumes only during set periods. There are no changing rooms, so you dress at home or at your hotel. [Sanrio Puroland](https://www.google.com/maps/search/?api=1&query=%E3%82%B5%E3%83%B3%E3%83%AA%E3%82%AA%E3%83%94%E3%83%A5%E3%83%BC%E3%83%AD%E3%83%A9%E3%83%B3%E3%83%89%20%E6%9D%B1%E4%BA%AC%E9%83%BD%E5%A4%9A%E6%91%A9%E5%B8%82%E8%90%BD%E5%90%881-31) in Tama is an indoor park that also holds a Halloween event most years, which is useful if it rains.

Clubs and bars in Shibuya, Roppongi and Shinjuku run ticketed Halloween parties, often with a costume contest or a discount for coming dressed up. For families, [Roppongi Hills](https://www.google.com/maps/search/?api=1&query=%E5%85%AD%E6%9C%AC%E6%9C%A8%E3%83%92%E3%83%AB%E3%82%BA%20%E6%9D%B1%E4%BA%AC%E9%83%BD%E6%B8%AF%E5%8C%BA%E5%85%AD%E6%9C%AC%E6%9C%A86-10-1) has held a children's Halloween parade for many years, and plenty of shopping streets (shotengai) and malls run daytime events with sweets for kids in costume.

## Cosplay etiquette and crowd safety

At cosplay events the rules are strict and worth reading. At Ikebukuro, for example, you can't arrive or leave in costume, replica weapons must stay in a bag when you move around, face-covering masks aren't allowed while walking, real police or military uniforms are banned, and you need someone's consent to photograph them or post their photo. Outside events, don't change in station or shop toilets, and put long props away on trains.

On Halloween night the real risk is the crowd. Avoid packed spots by station exits and narrow alleys, agree on a meeting point in case phones die, and leave when it's too tight to move freely. Japanese police are firm but calm: if an officer asks you to move on, just move on.

- Book cosplay registration early. Tickets for the big events go on sale weeks ahead.

## Getting home, weather and what to wear

Most Tokyo trains stop running around midnight to half past midnight, and there's no all-night service for Halloween. Check your last train (shuden, 終電) before you head out. Stations around Shibuya get very crowded late, and taxis are hard to find, so if you plan to stay out, have a karaoke box, manga café or hotel in mind.

Late October evenings are usually cool, around 15°C, and rain is common. Thin costumes get cold fast after dark, so carry a light jacket. Leave your normal clothes in a coin locker, but grab one early: lockers at big stations fill up on Halloween weekend.

- Check your last train with a route app before the night starts.
- If an event says 雨天中止, it's cancelled in rain. Check its page on the day.

## Questions people ask

**Is the Shibuya Halloween party still happening?**
There has never been an official Shibuya street party, and the ward asks people not to gather there. People still come, but street drinking is banned near the station and police manage the crowds, so it's much quieter than it used to be.

**Can I drink on the street in Shibuya on Halloween?**
No. In a zone around Shibuya Station street drinking is banned all year from 6 pm to 5 am, and Shinjuku bans it in parts of Kabukicho and Shinjuku 3-chome on Halloween night.

**Where can I go in costume in Tokyo?**
Organised events are the best bet: the Ikebukuro Halloween Cosplay Festival, theme-park Halloween events during their costume periods, and club parties. Check each event's dress rules first.

**Can I wear a costume on the train?**
People do ride in costume around Halloween, but keep it modest and keep props bagged. Some events, like Ikebukuro, don't allow arriving in costume and require their changing rooms.

**Is Halloween in Tokyo good for kids?**
Yes, in the daytime. Malls, shopping streets and places like Roppongi Hills run children's events and parades, and the theme parks have family-friendly Halloween shows.
